The Child Protective Services Program (CPS) of the Texas Department of Family & Protective Services (DFPS or Department) is issuing this Open Enrollment to seek applications from HHSC Licensed Child Placing Agencies (CPA) to enter into contracts with DFPS to provide Treatment Foster Family Care (TFFC) Residential Child Care (RCC) Services for children in its managing conservatorship in DFPS Regions across Texas (See Subsection 1.6.2 for a map).DFPS has determined that there is a continuing need to expand TFFC services of HHS licensed CPAs who will provide highly qualified services through a time-limited (see Section 1.4.4) TFFC home for children with complex mental health and behavioral needs while utilizing treatment models that incorporate evidence-based or research-supported practices.
