National Automobile Dealers Official used Car Guide (NADA) or any vehicle valuation service regularly used and recognized in the automobile industry that is currently in effect AND 12VAC30-40-290.E of the Administrative Code of Virginia requires NADA be used to determine wholesale value of the vehicle.
